Job Purpose

  • Contribute as a subject matter expert (SME) to the ‘Third-Party Technical Assessment’ team that will be responsible for end-to-end delivery of the ‘Third Party Technical Assessment’ program for QatarEnergy LNG including its overall planning, coordination within the Company and external parties, data gathering, logistics, supporting assessment execution and report out, facilitate and steward recommendations/actions through company stakeholders and work processes, providing progress updates to various stakeholders and driving continuous improvements.

Job Context & Major Challenge(s) - I

  • All QatarEnergy LNG assets will undergo an independent ‘Third Party Technical Assessment’ mandated by QatarEnergy with the following focus areas: Process Safety, Maintenance & Inspection, Asset Integrity & Corrosion Management, Safety Critical Element/Barrier Assessment & Assurance and Asset Life Extension.
  • The Third Party Assessment program covers all operating QatarEnergy LNG assets (11 Joint Venture Assets and more coming into operation with the ongoing expansion projects) with support from discipline technical authorities and representatives spread across 5 business lines. This requires intensive communication and engagement.
  • Role is co-responsible for the organisation and delivery of all elements associated with the Third-Party assessments including planning, preparation, execution, reporting, stewarding recommendations/ actions in alignment with company stakeholders and work processes and providing progress updates to relevant stakeholders.

Job Context & Major Challenge(s) - II

  • Independently provides subject matter expertise to the assessment program and understands sensitivities of managing/coordinating with internal and external stakeholders.
  • Interacts heavily with other department across QatarEnergy LNG such as Operations, Maintenance, Engineering, HSEQ etc. This role has to ensure that appropriate stakeholder management plan is in place to align, manage and deliver stakeholder expectations.
  • Supports the Project Lead in establishing the assessment schedule for various operating assets considering internal and external availability of resources and other constraints such as shutdowns, other critical studies/activities etc.
  • Co-leads and actively participates in assessments including organising face-to-face sessions with the participation of required company resources, onshore and offshore site visits
  • Outcome of Third-Party Assessments is expected to have significant synergies with existing company initiatives aimed at enhancement of processes/systems, particularly the Barrier Management Project. Flawless interaction and interfaces among them are key for company’s success.

Key Job Accountabilities - I

  • Provide subject matter expertise and co-lead planning and delivery of the Third Party Technical Assessment program including elements such as supporting the Project Lead in developing assessment schedule for various QatarEnergy LNG assets in coordination with company stakeholders and Third-Party consultant. Review and develop the detailed assessment plan per asset with the consultant, obtaining necessary clarifications and finalising the program.
  • Manage day-to-day interface with Third Party Assessment Consultant, and QatarEnergy LNG stakeholders across various departments and business lines, establishing and maintaining relationships.
  • Coordinate the plan with company stakeholders ensuring its delivery by organising the availability of resources from various departments in line with assessment schedule.
  • Provide technical oversight and all relevant inputs required by the consultant to prepare for the assessment including data gathering from company programs and systems. Participate and co-facilitate the assessments and associated onshore/offshore site visits.
  • Act as Process Safety & Risk Engineering representative in the assessment program by ensuring that the assessments adequately utilise and benefit from Process Safety & Risk Engineering practices/processes/procedures prevalent at QatarEnergy LNG. Provide industry best practice guidance and facilitate process improvements as necessary.

Key Job Accountabilities - II

  • Serve as the intermediary/interface between QatarEnergy LNG’s Process Safety & Risk Department and Third-Party Technical Assessment team to enable effective communication and collaboration for the project’s success.
  • Provide a robust quality review of assessment report produced by the consultant ensuring recommendations are actionable, clear, based on facts/ground reality and targeted at underlying causes. Ensure consistency between different asset assessments, where applicable.
  • Steward assessment recommendations including alignment with relevant company stakeholders, translating them into actions and tracking via appropriate company mechanisms. Maintain oversight of action progress and establish means of measuring action closure effectiveness.
  • Support the Project Lead to prepare status updates and deliver communication sessions to various stakeholders to report on progress and key findings.
  • Identify lessons learnt and improvement opportunities after each assessment including stakeholder inputs and operationalise the improvements to enhance the program execution and outcomes.

Qualifications

  • Bachelor’s degree in engineering.

Knowledge and/or Experience - I

  • 10 years’ experience in oil and gas sector in process safety, loss prevention, risk management and technical safety areas and Asset Integrity.
  • Experience in an operating company, and leadership and coordination experience are required.
  • Hands on experience in Safety Case Development/Management of Major Accident Hazards framework and Barrier Management Framework as per IOGP 544, in establishing and/or sustaining a Barrier Management Process or Asset Integrity, Barriers Assurance Programs.
  • Hands on experience on playing the role of Technical Authority for barriers related to Process Safety/Loss Prevention (e.g., Temporary Refuge/ Muster Areas, Escape and Evacuation Routes, Lifeboats/ TEMPSCs, etc.)
  • Experience in process safety, and risk assessment/studies.

Knowledge and/or Experience - II

  • Experienced in leading process safety and asset integrity audits/assessments. Good understanding of hazard identification techniques (e.g., HAZOP, What-If, etc.), Bowtie including qualitative and quantitative risk assessment techniques.
  • Practical knowledge of safe systems of work with Emergency Preparedness knowledge/experience.
  • Familiar with performance dashboard, computerized maintenance management system, SAP, and typical software used in the management of integrity program.
  • Familiar with International Standards related to design and maintenance or sustainability criteria for barriers (Hardware and Human Barriers). Requires reading and interpreting engineering standards, specifications, drawings/documents.
  • Familiar with asset integrity programs like RBI, maintenance programs (Equipment/Inspection Strategies and related procedures).

Technical and Business Skills

  • Strong effective communication skills in written and spoken English.
  • Strong stakeholder management skills – ability to interact and manage relationships across organisational levels from senior management to frontline. Fluent in understanding sensitivities of managing internal and external stakeholders.

  • Strong analytical, interpretative, and constructive thinking, with a significant degree of evaluation.
  • Ability to work as a delegate to lead and provide required guidance and technical support to the team.
  • Good knowledge of Microsoft Office, hazard identification and visualization software (e.g., PHAPro, Bowtie).
