Job Specification

Job Purpose

  • Facilitate and coordinate the Project Support Operations function within OESS, PMT and Offshore Operations for a safe and efficient execution of offshore brownfield projects construction, commissioning, and start-up. 

Reporting and Relationships

  • Reports to Head of Project Support.
  • Direct reports: 0. 

Internal

  • Regular contact with Offshore Projects PMT, Offshore Operations Management team, within OESS and OES.
  • Regular contact with Offshore Shutdown team and Engineering functions supporting Offshore Operations.

External

  • Frequent interactions with EPC contractors.
  • Infrequent interactions with OEM’s, third-party service providers.

Job Context & Major Challenge(s)

  • This role requires continuous communication with multiple NFPS Projects, OESS and OES and channel the information to Offshore Operations for project activities access and timely Permit To Work (PTW) issuance.
  • Major challenges include (1) Interfacing with PMT, Offshore Operations and within OESS & OES for managing the concurrent activities at offshore; (2) Ensuring Brownfield work scope execution is safe and effective/efficient with minimal impact to the base business; (3) Brownfield execution plans optimization to minimize the project driven shutdowns duration.

Key Job Accountabilities

  • Facilitate and provide operations input for Brownfield projects design developments to ensure the project design meets the Company Operability, Maintainability, Reliability and Integrity requirements, including acceptable standards of Human Factor. Facilitate and provide operations inputs to brownfield design such as Design Review, Hazard Identification (HAZID), Hazard and Operability (HAZOP), Safety and Integrity Level (SIL) studies, Constructability Review, Model Reviews etc.
  • Facilitate/participate in brownfield project activities execution Risk Screening and Formal Risk Assessment (FRA) and ensure the risks are identified, effective control measures are in place and the activities planning meets the Company SHEQ requirement with minimum or no disruption to base operations.
  • Provide effective communication and coordination with other Groups and Departments within Company for early alignment on brownfield tie-in Interface Agreements, design issues and deviations.
  • Monitor and follow up on project-initiated electronic Management of Change (e-MOC)/Interface Agreements for completeness, this includes updating of existing Operations and Maintenance (O&M) procedures to integrate the brownfield modifications. Review brownfield modifications Cause and Effect charts, Distributed Control System (DCS) modifications graphics, participate in Instrumentation, Controls and Safety Systems (ICSS) Factory Acceptance Tests (FAT) and Alarm Rationalization.
  • Advise on the development of start-up procedures that facilitates an integrated start-up plan for brownfield and greenfield projects activities. Provide input to Operations Readiness requirements.

Key Job Accountabilities

  • Coordinate within OESS and advise on the development of start-up procedures and integrated start-up plans for brownfield and Greenfield facilities for safe and flawless start-up. Facilitate the Offshore Operations input to Operations Readiness.
  • Supervise and facilitate on the approach for opportunity identification, best practice implementation, and priority setting to ensure alignment across functions and with the organization's objectives.
  • Review of new facilities Project-to-Producing Asset (P-to-PA) handover Operations and Maintenance deliverables (Procedures, equipment criticality assessment, Bill of Material (BOM)/ Recommended Spare Part List (RSPL)/Maintenance Strategy for Equipment and Asset Register) and work with OES Material engineers for the close out of gaps.
  • Maintain brownfield projects integrated activities plan covering all offshore projects and asset activities to identify and resolve clashes and manage Simultaneous Operations (SIMOPS).
  • Facilitate regular engagement with PMT and Operations Shutdown department to ensure project driven shutdowns scope and durations are assessed and optimized/synergized. Supervise and facilitate offshore projects’ shutdown Cold Eye Review (CER) and compliance to the Shutdown Management System (SDMS) process in meeting the gate process.

Part B: Person Specification - Minimum Requirement

Qualifications

  • Bachelor’s degree in engineering.

Knowledge and/or Experience

  • 8 years of experience in offshore/onshore oil and gas facilities operations, out of which 2 years in supervisory role in offshore operations. 

  • Familiar with exisiting QatarEnergy LNG offshore facilities and key offshore disciplines including Offshore Operations leadership.

Technical and Business Skills

  • Technical expertise in a key Operations with a good working knowledge of other key disciplines.
  • Computer literate, including SAP.
  • Competent in Review of Scope documents for Maintenance activities and external service requirement.
  • Good adaptability to multinational environment, with wide exposure to various cultures and customs.
